Summary of the contracting process

Post Office Limited procured specialist business and management consultancy services to assess, design and develop a potential UK wholesale cash industry. The work covers market analysis, operating model design, commercial and financial modelling, stakeholder and regulatory engagement, and preparation of a business case and implementation roadmap. Its purpose is to support Post Office’s strategic role in future UK cash infrastructure. Delivery is across the United Kingdom. The requirement was structured as a supply chain consultancy framework, with the potential for further call-off work. It is relevant to management consultancies, supply chain advisers, strategy firms, financial and commercial modelling specialists, and organisations with experience of regulated markets, cash infrastructure or public service transformation.

The procurement is complete and has been awarded through an accelerated, open, one-stage competitive flexible procedure. The framework was awarded on 29 April 2026 to PA Consulting Services Limited, Reinvigoration Ltd and Alvarez & Marsal Europe LLP, for £12,000,000 excluding VAT (£14,400,000 including VAT), with a framework contract signed on 9 July 2026 running from 9 July 2026 to 27 May 2030. It permits direct awards where criteria are met and further competitions based on technical and commercial evaluation. The framework call-off SOW1 was awarded to PA Consulting Services Limited on 31 July 2026 for £831,286.80 excluding VAT (£997,544.20 including VAT), signed on 13 August 2026 and running to 30 November 2026. The framework evaluation weighted technical requirements at 65%, pricing at 25% and social value at 10%.

This procurement demonstrates demand from Post Office for substantial, specialist consultancy supporting UK cash infrastructure and supply-chain strategy. Suppliers well placed for comparable work would combine market analysis with operating-model development, commercial and financial modelling, business-case preparation and implementation planning. Credible competitors would also need to manage engagement with stakeholders and regulators, understand regulated or public-service environments, and demonstrate strong technical and professional ability. The evaluation placed greater emphasis on technical quality than price, while social value formed a distinct part of the assessment, so firms need more than a low-cost delivery model. The framework was suitable for small and medium-sized enterprises and included three suppliers, indicating relevance to both large multidisciplinary consultancies and focused specialist firms able to contribute to future call-offs.
