Summary of the contracting process

The public procurement process conducted by Natural England pertains to the "Development of a network of hydrological monitoring across the Long Term Monitoring Network: North Walney." This initiative aimed to develop a conceptual hydrological model for North Walney National Nature Reserve, potentially through desk research or site visits. Classified under the environmental services industry, the project involved monitoring ecosystems to understand hydrological changes. Despite using an open competition procurement method with a proposal submission deadline of 24 November 2025, the procurement was unfortunately cancelled by 8 December 2025, due to the unsuitability of submitted tenders. The procurement was legally based on the UKPGA 2023/54, with a potential contract spanning from the end of November 2025 to mid-March 2026. The tender was valued at a gross amount of £15,000.

This tender presented a significant opportunity for businesses specializing in hydrology and environmental monitoring services. Small and medium-sized enterprises (SMEs) could have particularly benefited, given the nature of the tasks required, such as site visits and modelling, which can leverage niche expertise. Engaging in this tender would provide companies the chance to collaborate with a central government authority, potentially enhancing their portfolio and reputation within the environmental sector. Such projects pave the way for long-term relationships with government bodies, offering future business growth opportunities for firms adept in ecosystem assessment and environmental change analysis.

Notice Title

Development of a network of hydrological monitoring across the Long Term Monitoring Network: North Walney

Notice Description

Natural England's Long Term Monitoring Network (LTMN) started collecting data in 2010, aiming to identify if and how ecosystems are changing and, where relevant, to attribute that change to large-scale ecosystem pressures. Data is collected across 37 sites, most of which are National Nature Reserves. Alongside other data collection, there are approximately 50 permanent vegetation plots and 5 permanent soil plots at each site. Hydrological change is considered to be a potentially significant driver of ecosystem change on all LTMN water -dependent sites, but it is currently poorly understood. This contact requires a conceptual hydrological model to be produced for North Walney NNR. This may be done as a desk based exercise using existing information, or through a site visit if appropriate. From this we require advice on suitable locations for a network of dipwells in relation to the permanent vegetation plots are likely to be impacted by hydrological change,
