Summary of the contracting process

Forestry and Land Scotland (FLS) is conducting the procurement process for the "Planting Services Dynamic Purchasing System (DPS)," focusing on planting services across Scotland's national forests and land. This procurement, falling under the services industry category of 'Forestry services,' commenced on 13th October 2025. Operating under the tender stage, the DPS involves a selective procurement method conducted through a restricted procedure. Covering regions within the UKM, the DPS aims to replace existing planting and maintenance contracts with the flexibility of long-term and short-term contract provisions, as required. The current procurement process is active, with the tender period set to conclude on 11th October 2030, followed by the second stage invitations on 14th October 2030. This initiative is compliant with the Public Contracts (Scotland) Regulations 2015 and includes community benefit provisions linked to the contract value.

This DPS presents substantial business growth opportunities, particularly for companies specialising in forestry and horticultural services. Companies with a robust capacity for programmes such as planting, weeding, herbicide application, and estate labouring would find this procurement process beneficial. Microbusinesses will be crucial participants, as community benefits are expected upon contract award during the second stage. The DPS does not incorporate sub-contract clauses that might deter potential bidders, aligning well with smaller suppliers focused on entering or expanding within the Scottish market. This initiative favours businesses that commit to community benefits and environmental and safety standards, making it suitable for enterprises prioritising sustainable operational practices.

Notice Title

Planting Services Dynamic Purchasing System (DPS)

Notice Description

Forestry and Land Scotland has established a Dynamic Purchasing System (DPS) for the provision of Planting Services across Scotland's national forests and land, which commenced 13th October 2025. A Dynamic Purchasing System (DPS) is an electronic system established by a contracting authority to purchase commonly used goods, works or services in accordance with the Public Contracts (Scotland) Regulations 2015. Admittance to a DPS gives participants the opportunity to subsequently bid for relevant future opportunities which are procured through the DPS. The purpose of the DPS is to provide a compliant route to market for FLS to replace Planting Services and Maintenance contracts upon their expiration or termination. This is expected to consist of a range of long-term contracts for programmed requirements but will be used for short-term contracts when required. This DPS will not be used as a route to market for any other reason but may be used to procure innovative services related to the subject matter. The scope of the DPS is primarily for establishment operations including but not limited to: - Planting. - Beat up. - Weeding. - Top Up Spraying. - Herbicide application. - Fertilising. - Cleaning & Singling. - Respacing. - Brush cutter work. - Chainsaw work. - General Estate Labouring. Parties who request to be admitted to the DPS will have their submissions evaluated by FLS within 10 working days of submission (this deadline could be extended to a maximum of 15 working days in individual cases), and if successful, will be admitted to the DPS thereafter.
