Summary of the contracting process

Kent County Council, trading as Procurement Services, is undertaking a procurement process titled "Employee Benefits and Services," focusing on benefit services in the public sector. Situated in West Malling, Kent, the buying organisation is engaging in the planning stage as of 3rd November 2025. The procurement seeks to create a framework agreement valued at £50,000,000 (gross value £60,000,000), with a contract period commencing on 2nd February 2026 and concluding on 31st January 2030. Potential participants have until 7th November 2025 to submit responses to the preliminary market engagement questionnaire through the Delta platform. This procurement primarily falls under the services category and leverages benefit services, medical practice services, and various health services as per CPV codes. The procurement is aimed at supporting diverse public sector organisations in enhancing their employee wellbeing offerings.

This tender offers substantial opportunities for businesses, particularly SMEs, VCSEs, and consortia, to engage in providing employee benefits services designed to support employee well-being and development. The framework encourages flexibility and inclusivity, which suits businesses capable of offering a range of adaptable and innovative solutions such as employee assistance programmes, childcare vouchers, and wellness schemes. With the need for platforms accessible 24/7, businesses that excel in providing online solutions and remote services would be well-positioned to compete. Additionally, those with expertise in delivering both in-person and digital services, and maintaining high levels of employee support and advice, will find this a lucrative opportunity to expand their offerings and establish a foothold in the public sector services market.
