Summary of the contracting process

Luton Council has engaged in a public procurement process for a Committee Management Information System, aimed at enhancing the efficiency of statutory committee functions, including agenda production and digitalisation. This procurement falls under the "IT services: consulting, software development, Internet and support" category, and is set to be implemented in the UKH21 region. Initiated as an open competition, the procurement process spans from the tender stage in 2025, with the contract awarded in 2026 and active until 2031, potentially extending to 2033. The contract, signed on 4th March 2026, is valued at £94,500 excluding VAT and is not above the threshold for large procurements, thus providing a competitive opportunity for smaller enterprises.

This tender represents significant business growth opportunities, particularly for companies specialising in IT services, software development, and digital solutions. With a focus on improving council transparency and accessibility through technological advancements, this contract is well-suited for SMEs and VCSEs capable of offering innovative software systems and support solutions. The requirements include technical abilities in automated agenda production, live streaming of meetings, and integration with Office 365, all of which demand a breadth of expertise that can leverage technological efficiencies. This could lead to a long-term partnership with Luton Council, facilitating continued business development and potentially expanding influence within the sub-central government sector.

Notice Title

BT1830 Committee Management Information System

Notice Description

Committee meetings are a statutory function. The law provides for hard copies of agenda papers to be made available for public inspection and to make papers available electronically on websites. A committee management software system is required to fulfil that requirement in the most time-efficient way. More recently the broadcasting/livestreaming of council meetings and the use of other platforms such as Teams to facilitate attendance for the public have been required. The committee management system requires the facility to publish links to those meetings and retain copies of the recorded meetings.
