Summary of the contracting process

The procurement process initiated by Severn Trent Water Limited, based in Coventry, UK, revolves around the PFAS Catchment Investigations aimed at understanding PFAS contamination in surface waters, a critical concern for their Water Treatment Works (WTW). Categorised under environmental quality control services, this contract delves into pollution investigation services across a wide array of UK regions, including UKC, UKD, and beyond, with a primary focus on services. Having progressed from the planning stage in November 2025 to the award stage by March 2026, the contract involves competitive flexible procedures with an anticipated contract start date of 1st April 2026 and planned conclusion by 1st April 2028, with an extension potential until April 2030. The foreseen completion date of 25th March 2026 marks the end of the standstill period, opening avenues for further action.

This tender presents significant opportunities for businesses specialising in environmental and pollution assessment services, particularly those adept at advanced investigatory and mitigation strategies against PFAS contamination. Enterprises possessing expertise in technical analysis, stakeholder engagement, GIS-based risk assessment and water quality modelling are particularly well-suited to engage with Severn Trent Water Limited's sustainability and community-focused agenda. The competitive nature of this contract, as encapsulated in its open procurement methodology, emphasises the need for innovative proposals around cost-effective and low-energy PFAS management strategies, offering a promising platform for businesses to exhibit and develop their capabilities and contribute to vital environmental safeguarding endeavours.

Notice Title

PFAS Catchment Investigations

Notice Description

Severn Trent are looking to understand sources of PFAS in surface water feeding Whitacre and Church Wilne WTW with a view to understand risk at our WTW now and in the future. We are also keen to explore what is controlling variation and concentrations, and what mitigation actions may help to reduce PFAS levels in these catchments and their potential effectiveness. This information will be used to plan the necessary level of PFAS removal required at water treatment works in these catchments now and for the future, and work towards less reliance on energy intensive removal / destruction techniques. The work also aims to further develop our stakeholder engagement activity, fulfilling commitments in DWI guidance as well as working with stakeholders to reduce sources in catchment. The objectives of the work are to: 1. To understand where PFAS of concern are originating from considering both current and historic activities in our catchments. 2. To understand how PFAS levels may change in the future. 3. To understand what is controlling PFAS concentrations. 4. To review what mitigation options are available to reduce PFAS levels and how feasible / effective they could be in our catchments and at what cost. 5. Support ST's stakeholder engagement activity
