Summary of the contracting process

Hull City Council is currently in the planning stage of a public procurement process aimed at establishing a framework for the supply of Personal Protective Equipment (PPE) and Workwear. The procurement process focuses on the goods category and relates to occupational clothing and protective gear, including items such as garments, T-shirts, shirts, and protective footwear. This initiation type is a preliminary market engagement (PME) with a scheduled deadline of 8th December 2025 for engagement activities. The framework is expected to begin on 1st August 2026 and continue for approximately four years with an anticipated annual value of £300,000. The procurement process is taking place in the United Kingdom, specifically in the Hull region (UKE11), and promises to offer opportunities for eligible suppliers once the tender is published in February 2026.

This procurement process represents a significant opportunity for businesses specialising in occupational clothing and PPE, particularly those that can supply a range of workwear and protective accessories. With the framework accommodating multiple lots, there is potential for small and medium enterprises (SMEs) to participate effectively, especially with specific lots designated for supply by a limited number of suppliers. Businesses involved in manufacturing or supplying general PPE, arbour safety workwear, parking and security workwear, and protective gear for scooter and quad bike riders can leverage this framework to expand their business within the public sector. The expectation is that suppliers will engage in this market opportunity to not only bid for contracts but also potentially influence the detailed requirements and scope of the upcoming tender, shaping how Hull City Council meets its protective equipment needs.

Notice Title

Market Engagement - Supply of Personal Protective Equipment (PPE) and Workwear

Notice Description

Hull City Council is conducting a Preliminary Market Engagement (PME) for Supply of Personal Protective Equipment (PPE) and Workwear Framework. PME allows local authorities and other contracting authorities in the public sector, to engage with a market. PME is designed to encourage the commercial and voluntary sectors to engage with the development process before a procurement is undertaken. This is the market's opportunity to express its views, outline market developments and generally influence how solutions to the Authority's' needs might be met. PME is not a call for competition. Following PME, the authority may conclude that procurement is not the best solution to meet a particular strategy outcome. It is essential that any organisation participating in the PME understands that a procurement opportunity is not guaranteed. It is therefore essential that organisations understand that this activity does not affect an organisation's positioning either positively or negatively should a procurement opportunity arise subsequently. The Tender opportunity is anticipated to be published within February 2026. The Tender opportunity will develop a closed framework to run for a period of approximately 4 years. The anticipated value of the Frameworks is approximately PS300,000.00 per annum.
