Summary of the contracting process

North Somerset Council is procuring a full turnkey electric vehicle charging service for its own fleet and for public use across North Somerset. The requirement covers the installation of fleet charging points and public rapid charging points, including chargers and related electricity distribution services. The appointed provider will deliver the charging infrastructure and associated service as a concession, supporting the Council and local communities in the transition to electric vehicles. The work is classified as a service and is intended for delivery at sites in North Somerset. Suppliers should be able to provide an end-to-end solution covering design, installation and operation of electric vehicle charging points for both Council fleet users and the public.

The procurement has reached tender: the Council has invited suppliers to submit offers through an open competitive flexible procedure. Stage 1 may reduce participation to a maximum of three suppliers for Stage 2; optional later stages cover dialogue, best and final offers, and preferred-supplier clarification, although the Council may award after Stage 1. Enquiries were due by 31 July 2026 at 13:00 BST and tender submissions by 7 August 2026 at 13:00 BST. The anticipated award decision date is 30 November 2026. One lot covers a contract from 4 January 2027 to 3 January 2042. Its estimated value is £8,000,000 excluding VAT and £9,600,000 including VAT. The Council will contribute £150,177. Evaluation is 60% commercial offer and 40% quality, including social value.

This opportunity suits an electric vehicle charging specialist able to provide and operate a complete turnkey solution for both fleet and public charging. The supplier will need to handle charging infrastructure, including public rapid chargers, and support electricity distribution and related services across multiple Council and community sites. It is particularly relevant to providers with the operational capability, financial resilience and long-term commitment to manage a charging network under a concession model, while retaining revenue from user tariffs. The requirement is identified as suitable for small and medium-sized enterprises. Potential participants should also be prepared for a competitive, staged process, including maintaining key personnel availability for possible Council dialogue meetings and responding to quality and social-value requirements alongside the commercial offer.
