South Tyneside Borough Council has issued a tender for the provision of a Local Infrastructure Organisation (LIO) service for the Voluntary, Community, Faith and Social Enterprise (VCFSE) sector, alongside the South Tyneside Healthnet Service. Located at Town Hall and Civic Offices, South Shields, the council is seeking service providers to support local organisations in accessing funding, volunteer recruitment and development, and health and social care integration initiatives. The industry category falls under "Other community, social and personal services," with a procurement method that is below threshold - open competition. Tender submissions must be electronically submitted by 13th February 2026. The procurement stage is currently active, and documentation is accessible via NEPO's E-Procurement System. The contract commences on 1st September 2026 with an annual value of £135,523.

The tender presents substantial growth opportunities for VCFSE organisations, seeking to establish or expand their presence in South Tyneside's community services sector. Suitable businesses are those capable of forming partnerships, leading volunteer-centric initiatives, and strategically positioning themselves within health and social care integration efforts. The council's procurement approach focuses on quality over price, prompting service providers to showcase their competence in quality delivery. With substantial support for strategic developments and community service integration, eligible organisations have a prime opportunity to influence regional health and social care services while enhancing capacity for volunteer engagement and career progression.

Submissions will initially be assessed in respect of the Procurement Specific Questionnaire (PSQ) responses. Subject to passing the PSQ assessment, the tender submissions (Tender Response Pro-forma) will be evaluated. Failure of any of the Pass/Fail sections will result in the failure of the PSQ submission, and evaluation of the tender (Tender Award Stage) will not occur. All Tenderers who pass the Suitability Stage will be eligible to have their Tender submissions (Tender Response Pro-forma) assessed at the Award Stage (stage 2). The Award Stage considers the merits of the eligible Tenders to assess which Tenderer can be appointed to the Contract (Quality Assessment). The Council only uses a criterion that is linked to the subject matter of the Contract. The Council has set the annual contract price it will pay for this service, therefore no price evaluation will be undertaken. The Award Stage assessment will be made solely on quality."
