Summary of the contracting process

South Tyneside Borough Council procured a local infrastructure service for the voluntary, community, faith and social enterprise (VCFSE) sector, together with the South Tyneside Healthnet service. The provider leads support for local organisations to access external funding, oversees volunteer recruitment and support, develops partnerships and consortia, represents the sector in strategic work, and supports health and social care integration, education, training and volunteer progression. It also operates Healthnet as a collective voice for local people to influence health and wellbeing provision. The work is delivered in South Tyneside and is classified as community, social and personal services. The buyer is South Tyneside Borough Council, with the requirement reserved for VCFSE organisations, including suitable small and medium-sized enterprises.

This procurement is complete and has been awarded to Inspire South Tyneside. The award was made on 2 June 2026, and the contract was signed on 5 August 2026. The contract runs from 1 September 2026 to 31 August 2029. Its value is £406,569 excluding VAT, or £487,883 including VAT; the stated annual value is £135,523. It was a below-threshold open competition with one lot. The tender closing deadline was 13 February 2026 at 12:00, following an enquiry deadline of 6 February 2026 at 17:00. Participation was restricted to voluntary, community, faith and social enterprise organisations. Evaluation used a suitability pass/fail stage followed by quality assessment, with no price evaluation because the Council set the contract price. One bid was received.

This opportunity shows demand from South Tyneside Council for an established VCFSE infrastructure provider able to combine sector development with a local health and wellbeing network. A credible future supplier would need strong relationships across voluntary, community, faith and social enterprise organisations, and the ability to represent their collective interests in discussions with the Council and other partners. Relevant capability includes funding advice, volunteer recruitment and support, partnership and consortium development, capacity building for local groups, and support for volunteer placements and progression. Experience of health and social care integration, public engagement and wider education or training initiatives would also be important. The successful supplier is an SME and VCSE organisation, indicating that this requirement can suit organisations with community-sector expertise rather than only large commercial providers.
