Summary of the contracting process

The Scottish Fire and Rescue Service (SFRS), supported by Scotland Excel, is in the planning stage for re-tendering its Post Incident Support Services contract, as indicated in a Prior Information Notice (PIN) issued on 10th November 2025. The contract falls under the services category, specifically addressing psychiatrist or psychologist services for post-incident support. The procurement aims to enhance the psychological health and wellbeing support offered to SFRS staff who face traumatic incidents. The prospective service will expand its scope, now including both operational and support staff, and integrate preventative mental health approaches. This opportunity is set within Scotland, encompassing all regions, even remote and rural areas. Interested suppliers are invited to provide insights before the 20th November 2025 deadline, and further tender documentation will follow on 8th December 2025.

This procurement presents significant growth opportunities for businesses specialising in mental health and trauma support services, particularly those capable of deploying innovative delivery methods and digital tools across diverse geographic locations. Businesses with expertise in delivering comprehensive psychological support, training, and resilience-building strategies are well-positioned to benefit. Engaging in this tender allows for collaboration with a major public safety organisation, fostering pathways for broadening service offerings and establishing robust public sector partnerships. Suppliers able to demonstrate robust risk management, business continuity, and the versatility of a multidisciplinary clinical team will find themselves well-suited to meet the procurement's requirements, thus enhancing their market presence and service capabilities.

Notice Description

Scottish Fire and Rescue Service (SFRS) is preparing to retender its Post Incident Support Services contract. This Prior Information Notice (PIN) is being issued to engage with the market early and gather insights from potential suppliers. The aim is to inform the development of the upcoming tender documentation and ensure the specification reflects current capabilities, innovations, and best practices in trauma support and mental health service delivery. The service provides specialist support to SFRS staff who have been exposed to traumatic incidents in the course of their duties. It complements SFRS's internal Post Incident Support Policy (PISP), which outlines a referral pathway for affected staff. Historically, the service has focused on operational personnel, but the scope will be expanded to include support staff and preventative mental health interventions. SFRS is particularly interested in understanding: - Supplier capability to deliver trauma support and mental health awareness training - Geographic coverage across all regions of Scotland, including remote and rural areas - Digital tools and innovations that enhance service delivery and accessibility - Risk management, business continuity, and safeguarding practices - Qualifications and experience of clinical staff - specific to trauma support and therapies - Contract management and performance monitoring approaches
