Summary of the contracting process

The North East Combined Authority has initiated an active tender titled "Flexible Procurement Agreement for the Children and Young People's Framework," categorised under welfare services for children and young people (CPV code 85311300). This procurement opportunity is aimed at re-establishing a framework previously under the North of Tyne Combined Authority and is now expanded to cover the entire North East region. It invites participation from various sectors, including public, private, VCSE organisations, and independent training organisations. Interested parties must submit their bids electronically by 12:00 on 5th December 2025. The procurement method is open, with the process conducted under the legal framework of CELEX 32014L0024.

This framework presents substantial growth potential for businesses in the welfare and education sectors, particularly those focusing on child poverty reduction and educational improvements. Organisations adept in delivering welfare services and enhancing educational outcomes could benefit significantly, offering them a platform to engage with regional policymakers and contribute to long-term societal goals. Companies that prioritise social impact and have robust strategies for fostering inclusion and opportunity will find this tender particularly suited to their capabilities, enabling them to expand their reach and impact across the North East of England.

Notice Title

Flexible Procurement Agreement for the Children and Young People's Framework

Notice Description

The funding for children and young people's programmes intends to build an inclusive economy, where all children and young people have equal opportunities to realise their potential and be part of the region's future success. To achieve this, the former North of Tyne Combined Authority launched a Children and Young People's Flexible Procurement Framework for delivery in the North of Tyne area and invited a wide range of organisations and providers including public and private sector, independent training organisations, Voluntary and Community Sector Organisations (VCSE) organisations and other stakeholders, to tender for a place on the Framework. Following the transition of North of Tyne Combined Authority to the North East Combined Authority, encompassing four additional local authority areas, the North East CA is now reopening this framework to enable procurement of activity across the full North East CA. The Flexible Procurement Framework will initially be utilised to procure providers for North East CA investment fund allocation for excellence in education and child poverty reduction programmes.

Lot Information

Child Poverty Reduction

The North East Child Poverty Action plan is an ambitious, evidence-informed plan which sets out our determination to use the collective levers and resources we have available here in the North East to prevent and reduce child poverty. This represents a significant investment, from the very earliest stages, in our single most important asset as a region: our people. We know that the North East can be the best place in the world to grow up, live and raise a family - but this isn't the case for far too many people in our region. Our vision is for the North East to be a place where every baby, child and young person is supported to thrive and achieve their potential - regardless of their background, or where they live. The child poverty reduction programme speaks to the three strategic priorities within the regional action plan, which has been developed following extensive engagement with a broad range of cross-sector organisations, parents, carers, and young people across the region,: Supporting children and families here and now- including by doing what we can together to help families maximise their incomes Breaking down the barriers to opportunity that poverty can bring, including by collectively investing more in giving babies, children and young people the best start in life Tackling longer-term, structural challenges - including those which will help to make work pay, and create the infrastructure of opportunity for more families

Education Improvement

North East CA's Excellence in Education forms part of our Home of Real Opportunity portfolio and exemplifies a commitment to thinking creatively and progressively about the widest implications of an inclusive economy. We are dedicated to giving everyone the opportunity to thrive - to achieve and access good jobs, working with businesses, civil society, and our residents to achieve this. Our current programme of work has 3 objectives: Inclusion Realising Potential Teacher Wellbeing and Development
