Summary of the contracting process

The Foreign, Commonwealth and Development Office procured hard facilities management and associated services for the British Embassy in Washington DC. The requirement covers management services, hard facilities management for staff residential properties, hard facilities management for the embassy compound, and project-related services, including project management and minor works. This is a facilities management services contract, classified under CPV 79993100. Delivery is at the British Embassy and associated staff residential properties in Washington DC, United States. The buyer is a UK central government department, so suppliers need to be able to operate internationally and support a diplomatic estate. The requirement combines routine facilities management, responsive maintenance, property support and project delivery rather than a single specialist trade service.

The procurement is complete and has been awarded, with the contract signed on 16 July 2026. CBRE Managed Services Inc. was selected on 6 May 2026, following an open competitive flexible procedure. The process included an invitation to tender, site visit, invitation to negotiate, negotiation and a best and final offer stage. Two valid final-stage bids were received. The contract value is £15,878,328.09, with a contract period from 1 October 2026 to 30 September 2031 and two possible 12-month extensions, allowing performance until 30 September 2033. The original estimated value was £15,550,000. Evaluation comprised qualification at 2%, technical quality at 60% and commercial price at 40%. The single lot was marked complete and suitable for SMEs.

This award indicates demand for an integrated hard facilities management provider supporting a sensitive diplomatic estate in Washington DC. A credible future competitor would need to combine management services, planned and reactive hard facilities maintenance, staff residential property support, embassy-compound operations, project management and minor works. The requirement rewards strong technical delivery alongside price, so suppliers should be able to demonstrate robust service mobilisation, qualified operational teams, responsive call handling and controlled delivery across multiple properties. The contract’s performance measures emphasise completing planned tasks to schedule, responding to reactive hard facilities calls within required timescales, and producing complete, accurate and timely reports. Suppliers with international facilities management capacity, public-sector or secure-estate experience, reliable quality management and the ability to evidence operational performance would be well placed when this requirement returns to market.
