Summary of the contracting process

NHS England is in the planning stage of commissioning "Lived Experience Services across the South West Prison Estate". This procurement process is being facilitated by the NHS South Central and West CSU on behalf of the commissioner. The initiative focuses on administrative healthcare services and is classified under the public authority - central government type. The project targets the South West region of the United Kingdom, including Bristol, Devon, and Dorset prisons such as HMP Ashfield and HMP Bristol. A virtual market engagement event is scheduled for December 9, 2025, with feedback submissions due by December 3, 2025. The procurement process is expected to commence in February 2026, with contracts starting on September 1, 2026, for an initial two-year period, potentially extending to September 30, 2029.

This tender represents a significant opportunity for organisations specialising in healthcare services within correctional facilities to expand their operations. Organisations with expertise in facilitating effective engagement with service users, particularly those with firsthand experience within prison healthcare services, are in a strong position to benefit. The indicative budget allows for contracts valued at up to £54,000 annually per lot, making it particularly attractive to SMEs and VCSEs aiming to enhance their service portfolio and establish a solid foothold in the public sector market. As the service must maintain independence from commissioners and providers, entities with a track record of delivering independent oversight and facilitation are well-suited to compete for these contracts.
