Summary of the contracting process

Stevenage Borough Council led this service procurement with East Hertfordshire District Council. It covers professional weed-spray application across two council areas. Lot 1 covers Stevenage sites including hard footpaths, kerb channels, central reservations, underpasses, traffic islands, shrub beds and cemeteries. Lot 2 covers East Hertfordshire footpaths, hard standings, kerbed areas, traffic islands, central reservations, roundabouts, and channelled roads linking towns and villages. Each lot requires two planned treatments per year, with the council able to request an additional treatment or part-treatment when needed. The work is classified as weed-killing services (CPV 77312100), delivered in Stevenage and East Hertfordshire. Each lot has a separate contract with the relevant council, although the same supplier was selected for both.

The procurement was completed through an above-threshold open procedure. Four bids were received for each lot, and both lots were awarded to S H Goss & Co Ltd. Lot 1 was awarded on 4 June 2026 and has a contract value of £229,009.63 gross; its signed contract runs from 15 July 2026 to 30 June 2028, with an extension option to 30 June 2029. Lot 2 was awarded on 19 June 2026 and has a contract value of £213,714.04 gross; its signed contract has the same dates and extension option. The tender submission deadline was 7 April 2026 at noon, and the award period ended on 18 May 2026. Evaluation for each lot weighted price at 70%, quality at 20% and social value at 10%.

This award demonstrates recurring demand from two neighbouring local authorities for planned, operational weed control across extensive public-realm sites and transport-related areas. A credible competitor would need to deliver reliable herbicide application across footpaths, roads, kerbs, islands, roundabouts, underpasses, cemeteries and landscaped areas, while managing two scheduled treatments each year and responsive additional work. The requirement was suitable for small and medium-sized enterprises, and an SME secured both lots. Suppliers should be prepared to evidence economic and technical capability, provide strong service quality, and offer measurable social value, since these factors formed 30% of the evaluation. They would also need to manage uncertainty around future herbicide licensing and accommodate possible changes arising from local-government reorganisation.
