Notice Description

The West Yorkshire Combined Authority (WYCA) has appointed a Consultant to provide highway congestion data to cover the years, 2019, 2021 - 2029 across the major and minor road networks in West Yorkshire, to provide the Combined Authority with granular insight into historical congestion trends along the highway network in West Yorkshire. The data is required to help with traffic management and planning; policy and investment decision-making and programme and scheme monitoring and evaluation. The Contract will initially be for one year, with the possibility of up to 24-months extension on an annual basis, thereby, making a total possible contract duration of three years. Future data will be provided, from the contract start date until the contract end date (partial year). Historical data will be available for the full calendar year (January - December, from 2019 up to contract start date).

According to the DfT’s road classification standard. The roads under scope within the West Yorkshire road network are: i. A Roads ii. B Roads iii. Unclassified unnumbered/Minor roads/C Roads iv. Unclassified – local roads intended for local traffic Contract Duration The contract is estimated to start in April 2026 for an initial term of one year with two optional one-year extensions up to March 2029, making a total of three years (maximum period). Preliminary Market Engagement We are inviting Consultants and Data Providers that have interest in providing these services, to attend a briefing session. Please respond to this Preliminary Market Engagement (PME) Notice to express your interest. Any Consultant or Data Provider that expresses interest by 2:00 pm on 24/11/2025, will be invited to a Preliminary Market Engagement (PME) event which will be held as follows: Date: 25th November 2025 Time: 12:30 am – 1:00 pm Location: Microsoft Teams (a link will be sent to potential Providers who express interest in participation by 5 pm on 24/11/2025). The CA reserves the right to change its procurement approach after the PME.
