Summary of the contracting process

NHS Northamptonshire Integrated Care Board commissioned community eye care services across Northamptonshire, using optometrists in local optical practices to provide screening and monitoring outside hospital settings. The service covers follow-up assessments after uncomplicated cataract surgery for patients without significant conditions requiring hospital review; annual checks for people at risk of retinopathy from hydroxychloroquine or chloroquine; and annual monitoring of a defined group of patients assessed by hospital eye services as having low-risk glaucoma. Optometrists are to manage low-risk post-operative issues and refer patients to hospital eye services when appropriate, sharing diagnostic findings. Cataract follow-up outcomes and data are also to be reported to the surgical provider for the national audit. NHS Arden and Greater East Midlands Commissioning Support Unit supported the process as the ICB’s agent.

The contract was awarded and signed to Primary Eyecare Services, following a competitive Provider Selection Regime process. The award decision was made on 1 April 2026 and the contract was signed on 17 April 2026. The contract value is £3,217,720.50. The service period runs from 1 August 2026 to 31 July 2029, with an option to extend for up to two further years. Three bids were received. Evaluation weighted quality and innovation at 46%, value at 30%, social value at 10%, and integration, collaboration and service sustainability and improving access, reducing health inequalities and facilitating choice at 7% each. The successful provider was the highest-scoring bidder and met the basic selection and key criteria. The work was procured as a single lot.

This award shows demand from NHS Northamptonshire ICB for an integrated community optometry service combining post-cataract follow-up, medicine-related retinal screening and low-risk glaucoma monitoring. A credible competitor would need qualified, experienced optometrists and the capacity to deliver annual screening and monitoring across Northamptonshire through community optical practices. The service also calls for safe, patient-centred care; clear pathways for managing low-risk issues and referring appropriate cases to hospital eye services; and reliable sharing of diagnostic findings. Cataract follow-up providers must capture and report the data needed for the national cataract audit. The evaluation placed greatest weight on quality and innovation, with value also a substantial factor; evidence of effective service integration, collaboration, improved access, reduced health inequalities, patient choice and social value would therefore strengthen a future competing offer.
