Summary of the contracting process

The Highland Council commissioned electrical installation condition report (EICR) inspections and related electrical repair, testing, reporting and compliance-verification works across its housing properties. The service covers four geographical areas within the Highland Council area: Inverness and Nairn; Skye and Lochalsh, Ross and Cromarty; Caithness and Sutherland; and Lochaber, Badenoch and Strathspey. The requirement is for electrical building installation repair and maintenance services. Address lists are issued electronically in batches and may change as properties become void, are newly built, demolished, rewired or otherwise altered. The requirement covers approximately 2,621 properties in Inverness and Nairn, 2,263 in Skye and Lochalsh and Ross and Cromarty, 1,424 in Caithness and Sutherland, and 1,689 in Lochaber, Badenoch and Strathspey.

This procurement has been awarded following an open procedure. One contractor was appointed for each lot, with quality weighted at 60% and price at 40%; 12 bids were received for each lot, including 10 from SMEs. The contracts were signed on 21 May 2026. Consilium Contracting Services Ltd was awarded Lot 1, Inverness and Nairn, for £1,247,506. Richard Irvin FM Limited was awarded Lot 2, Skye and Lochalsh, Ross and Cromarty, for £1,221,484, and Lot 3, Caithness and Sutherland, for £825,482. ECS – Electrical Compliance and Safety Ltd was awarded Lot 4, Lochaber, Badenoch and Strathspey, for £787,708. Each contract lasts 24 months, with multiple extensions potentially taking the term to a further 24 months by mutual agreement.

This award demonstrates sustained demand from The Highland Council for safety-critical electrical inspection and compliance work across a large, geographically dispersed housing stock. A credible future competitor would need to deliver EICR inspections, electrical testing, condition reporting, remedial works and compliance verification at scale, while managing changing property lists and electronically issued work batches. The evaluation shows that quality carried greater weight than price, so evidence of reliable programming, accurate reporting, technical competence and robust compliance controls would matter alongside competitive rates. The requirement attracted 12 bids per lot, with 10 SME bidders in each case, indicating that smaller specialist firms can compete. Lot 2 and Lot 3 delivery included an 80% subcontracting requirement for the EICR inspections and related works, creating a relevant route for capable subcontractors as well as prime contractors.

Lot Information

Lot 1 Inverness & Nairn Areas [I&N]

Contract AWARD Notice Lot 1 covers in the region of 2,621 properties in Inverness and Nairn with approximately 1,572 properties in Year One and approximately 1,049 properties in Year Two. The address lists will be issued to the contractor electronically in batches by the CA, based on priority, as the list is subject to live changes on a regular basis - i.e. voids, heating installations, mutual exchanges. The contractor shall be issued each batch of address list as the previous list approaches full compliance. For contractor route optimisation and programming planning purposes these shall be issued to the contractor at a mutually agreeable timescale. It should be noted that these numbers are not guaranteed. Some properties may be added or omitted during the currency of the contract i.e. recent new build properties may be added and demolished or properties that have been rewired may be omitted. Renewal: The Contract shall be for a 24-month period, with the option of multiple extensions to be extended by up to 24-months, subject to mutual agreement. Lot 2 Skye & Lochalsh and Ross & Cromarty Areas [SL&RC]

Contract AWARD Notice Lot 2 covers in the region of 2,263 properties in Skye And Lochalsh & Ross And Cromarty Areas with approximately 1,359 properties in Year One and approximately 904 properties in Year Two. The address lists will be issued to the contractor electronically in batches by the CA, based on priority, as the list is subject to live changes on a regular basis - i.e. voids, heating installations, mutual exchanges. The contractor shall be issued each batch of address list as the previous list approaches full compliance. For contractor route optimisation and programming planning purposes these shall be issued to the contractor at a mutually agreeable timescale. It should be noted that these numbers are not guaranteed.
