Summary of the contracting process

Associated British Ports (ABP) has launched a tender for the "ABP Civils Framework" aiming to select pre-qualified civil engineering contractors. This framework targets construction and maintenance works in sectors such as site preparation, resurfacing, and building installation, with a focus on locations including the Humber, Southampton, South Wales, and East Anglia. The procurement process is currently at the tender stage using a selective method, detailed in a competitive flexible procedure. Important deadlines include the expression of interest by 12 December 2025, with the award period concluding by 31 March 2026. The framework is structured to foster operational efficiency and Small to Medium-sized Enterprise (SME) participation, supporting projects worth a gross amount of £102 million.

The "ABP Civils Framework" offers significant opportunities for SMEs, particularly those in civil engineering and related construction services. Businesses capable of delivering site preparation, resurfacing, and comprehensive construction and installation work might find this tender a promising avenue for growth. The framework adopts a two-stage process involving an initial Pre-Qualification Questionnaire (PSQ) and an Invitation to Tender (ITT), inviting selective competition among qualified contractors. This setting allows businesses to showcase their unique strengths in compliance, financial and legal capabilities, safety, quality, and supply chain management, aligning proposals with ABP's strategic goals. Successful engagement in this framework could enhance business visibility and lead to potential long-term collaborations across multiple UK regions.
