Summary of the contracting process

Via East Midlands Limited procured septic waste management services for welfare facilities used on highways maintenance schemes in Nottinghamshire and surrounding counties. The requirement covers the effective management of septic waste across those facilities and supports Via’s delivery of highways maintenance work. It is a public-sector services opportunity managed by Via East Midlands, a public undertaking. The procurement is principally a sewage, refuse, cleaning and environmental services requirement, with the published classification also referring to cleaning services. The work is relevant to contractors providing septic waste management and associated environmental or cleaning services, particularly those able to operate across Nottinghamshire and neighbouring counties and support multiple highways schemes and welfare facilities.

The procurement is complete and was awarded through a single lot using an open procedure. One bid was received, and SB Cleaners on the move LTD was awarded the contract on 21 January 2026. The award value was £361,600 excluding VAT (£433,920 including VAT). The contract was signed on 27 January 2026 and has a value of £361,900 excluding VAT (£434,280 including VAT). The contract period runs from 1 March 2026 to 28 February 2028, with renewal options extending the maximum period to 28 February 2030. Evaluation weighted quality at 60% and price at 40%. Expressions of interest had to be submitted by 12 December 2025 at 1pm.

This award demonstrates established demand from Via East Midlands for septic waste management supporting highways maintenance operations in Nottinghamshire and surrounding counties. A credible competitor for a future requirement would need the resources to manage all aspects of septic waste services reliably across welfare facilities used on multiple schemes. Relevant operational capability includes organising waste management activities across dispersed work locations, maintaining dependable service delivery for highways operations, and meeting environmental and cleaning-service requirements. The buyer’s evaluation placed greater emphasis on quality than price, so suppliers would need to evidence strong service methods and industry expertise, alongside a competitive commercial offer. The opportunity was suitable for SMEs and voluntary, community or social enterprises, indicating that smaller capable providers may compete directly.
