Summary of the contracting process

NHS Golden Jubilee is procuring maintenance and installation services for the fire detection and alarm system at NHS Golden Jubilee Hospital in Clydebank. The requirement covers planned and reactive maintenance, servicing and support across the site, together with work to standardise the site-wide system. It includes access to existing closed-protocol fire alarm panels and transferring or uploading them to new open-protocol panels. The service relates to fire protection equipment installation and ongoing system support. The buyer is NHS Golden Jubilee, a public healthcare organisation. The stated requirement concerns a large and complex hospital fire alarm installation, with delivery and system activity centred on the hospital site in Clydebank.

The procurement has been awarded through a limited procedure without prior publication of a call for competition. The tender is complete, and ADT Fire & Security is recorded as the active supplier. Two active award and contract entries are recorded for the same requirement, each with a value of £59,160; both contracts were signed on 17 November 2025. The published evaluation basis was price. The requirement was arranged as one lot, which is recorded as cancelled, although the associated award and contracts are active. One bid was recorded, and it was submitted electronically. The procurement rationale was that ADT already maintains the system and is considered able to manage the complex works, support the existing installation and access the closed-protocol panels.

This outcome indicates demand for a specialist fire alarm and fire protection systems contractor able to maintain, service and install large, complex hospital systems. A credible competitor for a future requirement would need proven capability in both planned and reactive maintenance, site mobilisation, scheduling and technical support. Experience with existing fire detection infrastructure and system standardisation would be important, particularly where equipment uses closed protocols and needs migration or integration with open-protocol panels. The buyer’s stated rationale also points to the value of detailed knowledge of an existing site-wide installation, reliable technician support and the capacity to manage works within required timescales. Suppliers with large-system healthcare or similarly complex-site experience would be best placed to compete.

Notice Title

V002 Maintenance of Fire Alarm system

Notice Description

The fire detection system is currently maintained and serviced by ADT. Due to the complexity and size of the project the service provider would be able to manage, mobilize and schedule these works within the required timescales. Much of the existing fire alarm system has been installed by ADT and that would ensure that the site wide fire system was fully standardised by ADT. ADT provide maintenance and support for fire systems and have support covering reactive and planned maintenance of the fire system within the site where the technician has extensive knowledge of the systems. Due to the size and nature of the fire alarm system ADT are thought be the only service provider who could provide the installation. The reason this requirement has been published as a VEAT in addition to above is that ADT are thought to be the only company that can access the current closed protocol panels and upload then to the new open protocol panels.
