Summary of the contracting process

NHS Frimley Integrated Care Board, located in Windsor, United Kingdom, has undertaken a procurement process to commission Community Ear, Nose and Throat (ENT) Services in East Berkshire. The procurement falls within the 'Health and social work services' industry category and represents a continuation of services initially implemented in 2018 to manage ENT conditions locally. The procurement process has been classified under a Provider Selection Regime (PSR) with a direct award method, thereby circumventing the Public Contracts Regulations 2015 and The Procurement Act 2023. The contract runs initially for one year from 1 April 2026 to 31 March 2027, with an option to extend for an additional year, totalling an expected value of £232,928 over its entire lifetime. The contract has been formally awarded to Binfield Surgery, and this notice represents an update at the tender stage.

This tender provides significant opportunities for healthcare providers, especially those capable of delivering community-based ENT services without the need for surgical procedures. The direct award approach under PSR Direct Award C signifies a strategic collaboration that prioritises quality, value, and service sustainability. Binfield Surgery, identified as the successful provider, is seen as having met all necessary standards and criteria by demonstrating an innovative, integrated approach to service delivery. This procurement presents an excellent opportunity for similar small to medium enterprises (SMEs) in the healthcare sector to explore localised partnerships, fostering improved access and reducing health inequalities through effective community services. The clustering arrangement with Buckinghamshire, Oxfordshire & Berkshire West ICB for the upcoming merger into NHS Thames Valley ICB further indicates a sustained potential for growth and collaboration.

The new contracting arrangements are based on a rollover of the previous contracting arrangements/schedules which the provider has already satisfied/complied with to a high standard, and so the provider will highly be likely to be able to satisfy the new contract to a sufficient standard.
