Summary of the contracting process

Oriel Estates Services LLP is procuring comprehensive hard facilities management services for the new integrated Oriel centre in Camden. Oriel is a joint initiative involving Moorfields Eye Hospital NHS Foundation Trust, the UCL Institute of Ophthalmology and Moorfields Eye Charity, bringing clinical care, eye research and education together in one facility. The requirement covers the building’s engineering infrastructure, including planned preventive maintenance, reactive repairs, project works and statutory compliance activities. It excludes hospital operational and clinical equipment used directly in patient care. This is a facilities management services contract, covering the building infrastructure at the new centre rather than clinical services or medical equipment. Suppliers delivering engineering-led building services will therefore be relevant, particularly those experienced in maintaining complex public-sector facilities.

The procurement is complete and the contract was awarded to EQUANS SERVICES LIMITED on 30 July 2026, subject to a standstill period ending 11 August 2026. The award value is £11,156,154 excluding VAT, or £13,387,385 including VAT. The awarded contract is scheduled to run from 6 February 2027 to 5 February 2032, with an optional two-year extension and a further optional one-year extension, giving a maximum end date of 5 February 2035. Oriel used a selective competitive flexible procedure under the Procurement Act 2023, with four stages culminating in a best and final offer. Two valid bids were received. Evaluation weighted quality at 60%, social value at 10% and commercial factors at 30%.

This award demonstrates demand from Oriel for an integrated hard FM provider able to take responsibility for a new, technically complex centre supporting healthcare, research and education. A credible competitor would need operational capability across planned preventive maintenance, reactive engineering repairs, project works and statutory compliance, with sufficient depth to manage the building infrastructure as a single service. The evaluation gives greater importance to service quality than commercial factors, while social value is also assessed, so bidders would need a well-developed delivery model alongside competitive pricing. Relevant strengths include managing complex public-sector or healthcare estates, mobilising services for a new building, maintaining statutory compliance and coordinating planned and unplanned works without covering clinical equipment.
