Notice Description
The Council is required to secure the provision of a Parent and Infant Mental Health Peer Support Service in Brent. The service will provide one-to-one support to parents and carers with mild mental health difficulties and parent-infant relationship difficulties. This may be through a peer-support service or staff with appropriate additional training and offering support to fathers and co-parents/carers as well as mothers.

Brent Council is required to secure the provision of a Parent and Infant Mental Health Peer Support Service in Brent. The service will provide one-to-one support to parents and carers with mild mental health difficulties and parent-infant relationship difficulties. This may be through a peer-support service or staff with appropriate additional training and offering support to fathers and co-parents/carers as well as mothers. The Council currently has an existing contract in place provided by Home Start Barnet, Brent, Enfield, and Harrow. The current contract was entered into in January 2024 for a period of seventeen (17) months. The contract was then varied and extended for a period of twelve (12) months and was due to expire on 31 March 2025. Brent Council intend to award a contract to the existing provider following direct award process C under the Provider Selection Regime for the provision of Parent and Infant Mental Health Peer Support Service with Home Start Barnet, Brent, Enfield, and Harrow from 1st June 2025 to 31st March 2027 in the sum of PS185,140 (exclusive of VAT).

Key criteria as follows: Quality and innovation 20% * The provider will be able to satisfy the new contract to a sufficient standard. * The provider is capable of continuing to provide the peer support service and have recruited additional staff to ensure one-to-one home visits are offered above and beyond the statutory expectations, including for fathers and co-parents. * The service will also provide volunteer-led peer support for new fathers via organised outreach groups in maternity settings. Value 20% * The provider will be able to satisfy the new contract to a sufficient standard. * The provider will continue to recruit volunteer peer supporters from Brent and have expanded their pool of volunteers to support the residents. * New specification is also being written in collaboration with the provider to understand how we can continue to deliver value. Integration, collaboration and service sustainability 20% * The provider will be able to satisfy the new contract to a sufficient standard. * The provider will continue to work as part of a multidisciplinary perinatal mental health and parent-infant relationship strategy which has clear referral pathways for families. This ensures a coherent and joined-up approach between services for babies and their families. * The service is also contributing to the Borough plan and helping the LA to fulfil its statutory responsibility, and the new service specification and contract outlines opportunities for the provider to do. Improving access, reducing health inequalities and facilitating choice 20% * The provider will be able to satisfy the new contract to a sufficient standard. * The new service specification proposed new ways for the service to deliver support to identified groups who may face barriers to accessing the existing offer, for example, outreach, and co-locating in family wellbeing centres. There have been no objections to working in this way, and the provider has been happy to re-engineer services where possible, ultimately improving services for families. Social value 20% * The provider will be able to satisfy the new contract to a sufficient standard. * The provider will deliver relevant social value KPIs which have been identified collaboratively with the Council for the benefit of Brent residents contributing to the delivery of the borough plan. This includes delivering events that destigmatise mental health and promote good early attachment relationships are encouraged. There were no identified conflicts of interest.",
