Summary of the contracting process

Halton Borough Council, operating as a sub-central government authority in the UK, is in the planning stage of a procurement process for a new Public Protection Regulatory Services Service Management Database. This procurement, associated with the software and information systems industry, aims to enhance services such as Environmental Health, Trading Standards, and Animal Welfare within the Widnes region (UKD71). Key documentation for this pre-market engagement can be accessed via The Chest e-procurement portal until 12 December 2025. The intended contract period spans from 1 April 2026 to 31 March 2031, allowing ample time for the development and deployment of either a cloud or on-premises solution tailored for local government needs.

This tender represents a significant opportunity for businesses specialising in bespoke software development, particularly those experienced in catering to local government regulatory needs. Companies equipped to design systems capable of integrating multiple service functions—such as records management, statutory reporting, and interfacing with customer service platforms—would be well-positioned to compete in this procurement process. With approximately 30 unique system users involved, the opportunity could lead to substantial business growth for a vendor who can meet Halton Borough Council’s comprehensive requirements.
