Summary of the contracting process

Barnsley Metropolitan Borough Council is currently in the tender stage of its procurement process for the "Holiday Activities and Food (HAF) Programme – Barnsley’s Healthy Holidays." This project involves establishing an open framework to provide holiday clubs, events, and enrichment workshops for children during school holidays throughout Barnsley, South Yorkshire. The framework will initially cover a three-year period starting 1 September 2026, with potential extensions up to eight years, depending on funding availability. Key deadlines include the tender submission deadline on 8 May 2026 and award completion by 17 August 2026. The procurement follows an open procedure under the Light Touch regime, with a total estimated framework value of approximately £8.1 million GBP. The tender is divided into three lots covering different activity areas.

This tender offers substantial opportunities for businesses within the children's services industry, particularly those specialising in holiday-club management, event organisation, and educational workshops. The framework's flexible, multi-provider nature suits small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), enabling diverse providers to compete. Successful applicants will benefit from the potential for long-term contracts, subject to funding and performance. This initiative not only allows businesses to expand and tap into local government funding but also connects them to vital community engagement through enhancing educational and recreational services for children during the holidays.
