Summary of the contracting process

Barnsley Metropolitan Borough Council established a Community and Supported Living Light Touch Framework for services within the Barnsley local authority area. It covers community and supported living support for people with learning disabilities, autistic adults, people with mental health needs, and people with physical disabilities or sensory impairments. Requirements are organised into three levels: standard support, complex support and enhanced support. Enhanced support covers learning disabilities, autistic adults and mental health needs. The procurement is complete and the framework was awarded on 23 June 2026 following an open procedure. The award and active contract cover one framework valued at £123 million gross. Twenty-eight providers were appointed: 1st Enable, Agincare Enable, Alicelyn Healthcare, Aspire Services (Leeds), Bestchoice Global, Community Integrated Care, Creative Support, Dimensions, Flexi Care & Support, GT Care (Wakefield), Heathcotes Care, Lifeways, Longley Hall, Making Space, Moorview Care, Patience Care Solutions, Potens, Royal Mencap Society, Sanctuary Supported Living, Seco Support, Select Support Partnerships, Solutions In Service, Sun Healthcare, Turning Point, Valeo, Voyage Care and Yourcare24. The contract was signed on 31 July 2026. It runs from 1 August 2026 to 31 July 2031, with an option to extend to 31 July 2033. Providers had to meet minimum quality criteria.

This opportunity shows sustained demand from Barnsley for providers able to deliver community and supported living care across differing levels of complexity. A credible future competitor would need a proven service model for at least one of the specified client groups, with the workforce, safeguarding arrangements, operational capacity and quality systems to meet the relevant support tier. The appointed provider group includes specialist care organisations, national providers, local SMEs and voluntary, community and social enterprises, indicating that both scale and specialist expertise can be relevant. The framework uses call-offs with and without reopening competition, so suppliers need to manage both direct allocation and competitive requests. Experience delivering person-centred support and evidence against minimum quality requirements would be central to competing when this requirement returns.

Barnsley Metropolitan Borough Council (the Council) is looking to establish a framework of providers to undertake Community and Supported Living Light Touch Framework within the local authority area. The framework is split into three Tiers as follows: Tier 1 - Standard Support Learning Disabilities Autistic Adults Mental Health Physical Disability / Sensory Impairment Tier 2 - Complex Support* Learning Disabilities Autistic Adults Mental Health Physical Disability / Sensory Impairment Tier 3 - Enhanced Support Learning Disabilities Autistic Adults Mental Health The framework will be in place for 5 years with an option to extend for a further two years. The framework will commence on the 1st August 2026. The Council is carrying out this tender process in line with the Procurement Act 2023 ("the Act") under a Light Touch contract. While the Council intends to launch the Framework with a single deadline, it reserves the right to reopen opportunities at its discretion throughout the framework agreement's lifetime. Based on the value of the current ACSES Framework , the total value of this framework is estimated to be in the region of PS123 million over its full 7-year term. Please note, this figure accounts for the costs of current support packages provided by existing providers, which will continue to be directly awarded under the new framework. This value does not apply exclusively to new care packages. The Council has estimated the total value of this framework based on historic expenditure data and anticipated requirements. However, due to the nature of future call-offs and potential changes in demand, actual spend may exceed this estimated amount.
