Summary of the contracting process

The Department for Transport is initiating a procurement process to identify a delivery partner for its Sustainable Aviation Fuel Revenue Certainty Mechanism. This opportunity falls under the "services" industry category, focusing on environmental services and supporting the decarbonisation of the aviation sector. The procurement is currently in the planning stage, with an expression of interest published on 28th November 2025, and a due date for responses by 10th December 2025. The contract, valued at £1,800,000 gross, would commence on 2nd February 2026 and conclude on 31st January 2028. The process aims to attract responses from SMEs and VCSEs, facilitating engagement in innovative, first-of-a-kind sustainable aviation projects located primarily within the United Kingdom.

This tender presents significant opportunities for businesses specialising in environmental services to contribute to the UK Government's goal of becoming a Clean Energy Superpower. Companies with expertise in sustainable aviation fuels or renewable energy may find this an opportune moment to showcase their capabilities in an industry-backed initiative. SMEs and social enterprises stand to benefit from this procurement, given the suitability criteria favouring such entities, allowing them to leverage their niche innovations and competitive edge within the broader context of the Government's SAF Mandate. This initiative not only aligns with strategic growth objectives but also positions involved businesses at the forefront of sustainable aviation advancements.

Notice Information

Notice Title

Sustainable Aviation Fuel Revenue Certainty Mechanism Delivery Partner

Notice Description

DfT is in the process of developing a Revenue Certainty Mechanism (RCM) for First-of-a-Kind (FOAK) Sustainable Aviation Fuel (SAF) projects in the UK. The RCM is time-limited and industry-funded intervention, aiming to de-risk SAF projects by offering a Guaranteed Strike Price (GSP) for each unit of SAF produced. This aims to reduce the cost of capital and unlock Final Investment Decisions (FID) to operationalise projects that can support demand driven by the Government's SAF Mandate. The SAF Mandate secures the demand for SAF by obligating the supply of an increasing amount of SAF in the overall UK aviation fuel mix and incentivising SAF supply through the award of tradeable certificates with a cash value. The overarching goal of the RCM and SAF Mandate is to achieve decarbonisation in the aviation sector, supporting the Government's ambition to become a Clean Energy Superpower.
