Summary of the contracting process

Lincolnshire County Council is in the planning stages for a tender titled "Provision of Mixed Dry Recycling Services (MDR)," aimed at managing recycling services across Lincolnshire. This procurement focuses on the collection, haulage, processing, handling, and sale of Dry Recycling Material (DRM), with services scheduled to begin in July 2027. The procurement falls within the services category under the CPV codes 90530000 (Operation of a refuse site) and 90510000 (Refuse disposal and treatment). The process includes a Pre-Market Engagement (PME) exercise with a questionnaire deadline of 19th December 2025 and a "Meet the Buyer" day on 14th January 2026. Interested suppliers should utilise the Panacea e-tendering portal for participation and further information.

This tender presents significant opportunities for businesses across the waste management and recycling sectors, particularly those capable of optimising processes to reduce environmental impact and enhance social value. It is especially suitable for SMEs and voluntary, community, and social enterprises (VCSEs), as the contract specifies their eligibility. Businesses offering innovative technologies and approaches to enhance recycling efficiencies and reduce contaminations are well-placed to compete. Engaging with Lincolnshire County Council through this tender could lead to sustainable business growth and strengthen market positions in the environmental services domain.
