Summary of the contracting process

Swindon Borough Council is currently in the planning stage for the maintenance and remedial works of the Liden Brook Bridge located on the Southern Connector Road in Swindon. The procurement process is classified under the "Construction work" industry category and is integral to developing a comprehensive understanding of the supply market for these works. The council initiated a Preliminary Market Engagement (PME) to invite qualified service providers to participate and gather crucial market insights. The PME began on 3rd December 2025 and requires responses by 16th January 2026, with the subsequent tender exercise anticipated in spring 2026. This forward-looking engagement aims to address multiple structural issues, including elastomeric bearings and safety barriers, over a contract period expected to start in September 2026 and end by March 2027.

This procurement initiative offers significant opportunities for service providers specializing in civil engineering, particularly those experienced in bridge maintenance. Engaging in this PME can allow businesses to shape the project's need definition while positioning themselves for future tender opportunities. The planned flexible competitive tender will assess proposals on both price and quality, including potential interviews, enabling businesses that demonstrate both technical expertise and cost-effectiveness to compete robustly. The estimated project value of £2.4 million provides a substantial business opportunity in the construction sector, primarily targeting firms adept in addressing complex infrastructural repairs and safety enhancements.
