Summary of the contracting process

The London Borough of Croydon is embarking on a "Private Rented Scheme Licensing" initiative, currently in the planning stage as of December 2025, with engagements required by the 18th of the same month. This procurement process falls under the "Administrative housing services" category and is managed by the Private Sector Housing team within the Housing Directorate. The aim is to consult on introducing two discretionary licensing schemes. The future designation and operational timeline for these schemes is scheduled from June to September 2026, lasting up to five years with potential extensions. Located in Croydon, United Kingdom, the tender focuses on market engagement to inform procurement strategies, offering a contract value estimation of up to £12 million based on the anticipated issuance of 30,000 licences.

This tender provides significant opportunities for growth for businesses specialising in housing administration services. Companies with expertise in IT systems, administrative, inspection, and enforcement services are well-suited to compete for this contract. Small and medium-sized enterprises (SMEs) may find the opportunity particularly advantageous, as the council seeks experienced partner companies to support the scheme's administration. The successful bidder will engage in a strategic partnership with Croydon Council, contributing to housing condition improvements as part of the Mayor's business plan priorities. Such participation will enable businesses to expand their services within the housing sector while maintaining a long-term contractual relationship with a public authority.

Private Rented Scheme Licensing

Notice Description

Selective Licensing Market Engagement questionnaire: Croydon Council is currently consulting on the proposal to introduce two discretionary licensing schemes. The service administering the scheme would be the Private Sector Housing team that sits within the Housing Needs and Homeless Division under the Housing Directorate. Currently, the Private Sector Housing team administer the mandatory houses in multiple occupation (HMO) licensing scheme. The current IT system used is licensed from Metastreet, with the administration, inspection and enforcement services provided by the Private Sector Housing Team of the Council. These schemes form part of the Mayor's "business plan priorities" with a view to improving housing conditions The number of licenses expected is more than 30,000 and up to 40,000. This would be formed of 28,000 selective licence applications and 6,000 HMO licensing applications. The expected number of inspections would be up to 50% of properties. The schemes would be designated in 2026 with a go live date of between June and September 2026. The designation would last for up to five years and licences issued would be grant for a period of 5 years. The contract would potentially be for a minimum of five years with a possibility of a 2-year extension. Contract value: If the charge per licence was PS400 then the contract value, based on 30,000 licences, would be PS12 million. The Council is looking to explore the availability of an experienced partner company(s) that can support the council with the administration of the scheme. This information is going to be used by the Council as part of a future procurement strategy. This will include the most suitable way to value the contract.
