Summary of the contracting process

Aspire Housing is procuring communal cleaning, window cleaning and gutter cleaning services for its housing stock. The work covers shared residential areas and associated windows and gutters, with delivery in Stoke-on-Trent. The requirement is a service contract rather than the supply of cleaning products or equipment. Aspire Housing is the buying organisation and is a public authority operating at sub-central government level. The procurement combines communal cleaning with specialist window-cleaning services, so relevant suppliers are likely to provide planned and routine cleaning across multiple housing sites, with the operational capability to manage communal areas and external building features. The original requirement identified three core sites at Kingsley, Millrise and Holborn, indicating a multi-site service rather than a single-building cleaning job.

The procurement has reached contract award: aAFD Services was selected for the single lot on 20 July 2026. The award is pending completion of the standstill period, which ends on 21 August 2026; contract signature is scheduled for 1 September 2026. The awarded value is £2,749,124 excluding VAT (£3,298,947 including VAT). The awarded contract runs from 1 October 2026 to 1 October 2029, with an option to extend by two further 12-month periods, subject to performance and KPI results, giving a maximum end date of 1 October 2031. The procurement used an open procedure. Bids closed on 16 January 2026 and the award period ended on 23 February 2026. Quality and price each carried 50% of the evaluation weighting.

This award confirms recurring demand from Aspire Housing for a combined communal, window and gutter cleaning service delivered across housing sites in Stoke-on-Trent. A credible future competitor would need to coordinate multi-site operations, maintain consistent service standards in communal residential areas, and provide the practical expertise and equipment needed for window and gutter cleaning. The equal weighting of quality and price shows that a low-cost offer alone would not be sufficient: suppliers would need a clear, deliverable service model alongside competitive pricing. The requirement attracted six final-stage bids, including four from SMEs and four from voluntary, community or social enterprises, indicating that smaller specialist or community-based cleaning businesses can compete alongside larger providers. Performance monitoring and KPI delivery are commercially important because the contract includes extension options tied to performance.
