Summary of the contracting process

Transport for Wales (TfW) is initiating a tender process for procuring a Marketing Services Multi Lot Framework. The primary goal is to enhance and establish an accessible, bilingual, and distinctive brand at a pivotal development stage. The procurement is structured into four distinct lots, including Digital and Performance Marketing, Marketing Effectiveness and Evaluation, Creative and Advertising Campaigns, and Events, Experiential, and Brand Activation. The process is being conducted through a competitive, flexible procedure, emphasising urgency, and involves a framework agreement with scope for both mini-competitions and direct awards depending on the lot. The tendering period ends on 22 June 2026, and interested suppliers should prepare to submit proposals before this date. The contract value is placed at £26.6 million, with the services expected to be delivered across the United Kingdom. The planned contract period starts on 30 September 2026 and runs until 29 September 2028, with provisions for renewals up to 2030.

This tender presents significant opportunities for firms in the marketing industry, particularly those specialising in digital marketing, creative advertising, event management, and performance evaluation. Small to Medium Enterprises (SMEs) and Voluntary, Community, and Social Enterprises (VCSEs) are encouraged to participate, as the procurement structure accommodates these organisations. By securing a place within this framework, businesses can significantly expand their customer base and strengthen their reputation by collaborating with a major public authority. With a clear demand for expertise in digital and creative marketing strategies and bilingual service delivery, firms with a strong track record in these areas are particularly well-suited to leverage this opportunity for growth. The tender also provides an accelerated process given the urgency, allowing agile businesses to move swiftly and efficiently into new marketing initiatives.
