Summary of the contracting process

The public procurement process is currently at the planning stage for a joint initiative facilitated by the London Boroughs of Camden and Islington. This process, focused on health and social work services, seeks to engage the market for the provision of services to young carers. A preliminary market engagement event is scheduled for the 16th of December 2025, aimed at gathering feedback and sharing information about the needs of young carers and potential service gaps. The procurement is valued at GBP 1,200,000 (gross) and involves the light-touch regime under UK procurement law, targeting service provision specifically in the London regions of UKI31 and surrounding areas.

This tender offers significant opportunities for businesses, particularly SMEs and voluntary, community, and social enterprises (VCSEs), as it focuses on enhancing support for young carers, thereby aligning with organisations specialising in youth services, healthcare, and community wellbeing. Firms that can innovate and address service provision challenges while demonstrating a robust understanding of community needs and joint commissioning approaches will find this a compelling opportunity. The project is looking for innovative solutions to improve young carers' health and educational outcomes, providing a chance for businesses to grow their footprint in the public sector while contributing to social welfare.

Notice Title

Preliminary market engagement for Young Carers Service (Joint LBC and LBI)

Notice Description

This is a market engagement event scheduled to take place on Tuesday 16th December 2025 for both Camden and Islington. Young Carers are children and young people between 5 - 17 who provide some care for a parent or other family member who may have a physical or learning disability, long term illness, mental ill health or drug and/or alcohol problems. Children and young people as carers have the right to be given a choice, be treated as an individual, be given appropriate and co-ordinated support from the relevant agencies and be given the option to participate in the planning and delivery of services.

Planning Information

The event will be managed by both Camden and Islington Councils' and the aim of the Market Engagement event is to provide and share information to prospective bidders about the needs of young carers and seek to gain important market feedback around potential gaps in provision, proposed barriers to service delivery and potential innovation. Additionally, we also want to receive feedback about our Boroughs joint commissioning approach. It is our aim to award a contract after a competitive tender process in line with PA23 that offers a range of support to young carers in Camden and Islington with good understanding of both the challenges and opportunities in the respective boroughs. The overall service aims are to: • Improve identification and support for Young Carers; • Improve and maintain the health and wellbeing of Young Carers; • Support Young Carers to maximise their learning, educational attainment and access to employment; • Support Young Carers to ensure that their views are heard and taken seriously; and • Increase the skillset and capacity of wider stakeholders working with Young Carers. During the Market Engagement event, we will share information with participants pertaining to the numbers and needs of our children, the prospective types of provision we are considering for the contract and the budget envelope. We would like to understand from providers: -  What barriers and opportunities could there be in commissioning the service  Feedback on the proposed contract set up  Thoughts on the proposed contract price  Participants view of joint commissioning the contracts  Any further aims and objectives the Young Carers contract could include.
