Summary of the contracting process

South Oxfordshire District Council procured a professional services team to manage Public Sector Decarbonisation Scheme Phase 4 works at Henley Leisure Centre and Abbey Sports Centre in Berinsfield. The services support replacement of existing boiler plant with air-source heat pumps, installation of solar photovoltaic systems, low-flow-temperature distribution systems and upgraded heat emitters. The scope also includes air-handling plant replacement or upgrading, together with roof, cavity-wall, window and fabric-insulation measures across the two centres. The team is responsible for coordinating delivery and ensuring compliance with Salix Finance grant conditions and reporting processes. This is an architectural, construction, engineering and inspection services requirement, covering integrated professional advice and project management for energy-efficiency and renewable-energy works.

The procurement is complete and awarded following an open procedure. One combined lot covered both leisure centres because the works were interdependent. Evaluation weighted quality at 60% and price at 40%; economic and technical selection requirements were set out in the tender pack. The tender estimate was £500,000 excluding VAT (£600,000 including VAT). Eight bids were received and four reached the final stage, including three from SMEs. The contract was awarded to Eddisons Commercial Limited trading as BTG Eddisons on 4 July 2026 for £233,100 excluding VAT (£279,720 including VAT). The contract was signed on 10 August 2026 and runs from 10 August 2026 to 31 March 2028.

This requirement indicates demand for a single multidisciplinary team able to manage decarbonisation projects across multiple leisure facilities, rather than separate specialists working independently. Credible competitors would need practical expertise in air-source heat pumps, solar photovoltaic systems, low-temperature heating distribution, heat emitters, air-handling equipment and building-fabric improvements, supported by strong construction and engineering project management. Experience coordinating design and delivery across occupied public buildings would be relevant, as would the ability to integrate different technical disciplines, control risks and maintain consistent quality. Suppliers would also need robust grant-funded project administration, evidence-based reporting, milestone management and compliance processes, particularly for Salix Finance requirements and stakeholder communication.
