The Electoral Commission is looking for a legal resource provider to provide online and hardcopy legal research tools for approximately 30-50 users to support the delivery of an in-house legal service and to be used by teams across the organisation in the delivery of their functions. The Commission requires an online legislation search function, including access to Northern Ireland legislation, as well as an online caselaw research tool. Access to legal updates, commentary, guidance, and practice notes will also be required. The Commission will also require access to a choice of hardcopy legal resources, including a requirement for an update service for Parkers on the Conduct of Elections.

The purpose of this preliminary market engagement is to invite potential legal resource providers to share information on their capability to supply online and hardcopy legal research tools for approximately 30-50 users. The tools will support the Electoral Commission's in-house legal team and other teams across the organisation in delivering their statutory functions. The scope of this engagement includes solutions that can provide: - an online legislation search function, including access to Northern Ireland legislation - an online caselaw research tool - access to legal updates, commentary, guidance and practice notes - hardcopy legal resources, including an update service for Parker's on the Conduct of Elections No in-person or virtual supplier events are planned as part of this preliminary market engagement. All engagement will be carried out through written submissions. Suppliers wishing to participate should submit an Expression of Interest, clearly stating "WP133 - Legal Resources Tool" in the email subject line, along with a brief written response outlining how their service could meet the Commission's requirements. Responses and clarification questions should be sent to procurement@electoralcommission.org.uk by the deadlines stated in this notice. Clarification questions must be submitted to the same address, and responses may be shared, where appropriate, with all participating suppliers to ensure transparency and equal treatment.
