Summary of the contracting process

East Devon District Council procured long-term leisure management services for its leisure estate, with the selected operator acting as the Council’s day-to-day operating partner. The scope covers dual-use centres in Axminster, Broadclyst, Colyton, Exmouth, Honiton, Ottery St Mary and Sidmouth; indoor facilities including Exmouth Leisure Centre, Exmouth Pavilion and Sidmouth Swimming Pool; and outdoor facilities at Coburg Gardens, Seafield Gardens and Phear Park. It also includes a health and wellbeing development programme, partnership working, and any additional sports or leisure facilities that become the Council’s responsibility. The operator is responsible for routine repairs and maintenance of fixtures and fittings, lifecycle replacement at the new Cranbrook facility, and planned preventative maintenance elsewhere. This is a leisure, sports and community wellbeing services contract delivered across East Devon.

The procurement is complete and Sport and Leisure Management Limited was selected for the single lot. The award was made on 16 September 2026 at £10,000,000 excluding VAT (£12,000,000 including VAT), with a contract period from 11 January 2027 to 10 January 2037 and one discretionary five-year extension, giving a possible end date in January 2042. The award notice records a scheduled signature date of 24 December 2026. It was run as an open competitive flexible procedure with staged suitability assessment, tendering, dialogue, final tenders, evaluation and due diligence. Three valid final bids were received, including one from an SME. Final tenders were evaluated on quality at 70% and price at 30%. Once appointed, the operator will manage the Facilities as an Operator Partner to the Authority and will have day-to-day responsibility for doing so. Please refer to the Specification which sets out the Authority's Core Requirements, Service Requirements , Asset Management Requirements and Performance Management and Reporting Requirements. For all Facilities, the Operator Partner will be responsible for all day-to-day repairs and maintenance of fixtures and fittings, as set out the specification. The Authority will be responsible for all fixed structural assets at the Facilities. The Operator Partner will additionally take responsibility for lifecycle replacement of all plant and equipment at the new Cranbrook Facility, and for these elements and planned preventative maintenance as set out in the Specification for all other Facilities.

Renewal: The initial term of the contract is for 120 months. There is the option to extend the contract by 1 x 60 months at the discretion of the Authority.
