Summary of the contracting process

The "Future Bus Systems 2" procurement process initiated by Transport for London is currently in the planning stage. This project aims to replace the existing Bus Contract Management System that has been operational for over twenty years due to its age and evolving business needs. The initiative falls within the ICT services category and includes the enhancement of transactional and software packages, vital for managing contractual payments to bus operators. Scheduled to begin on 1st April 2027 with a ten-year contract period, key preliminary engagement activities such as the Industry Day are planned for 13th February 2026 at Palaestra House, London, offering guidance and a Procurement Specific Questionnaire overview. Interested parties should register by 6th February 2026.

This tender presents a robust opportunity for growth for businesses specialising in IT services and solutions. Companies with expertise in software development, database management, and modern user interface systems are well-suited to participate. In particular, small and medium-sized enterprises and voluntary, community, and social enterprises that can offer configurable and adaptable solutions moving away from complex customisations are encouraged to engage. The procurement process will ensure fairness and transparency, making information equally available, and providing an excellent platform to showcase innovations in supporting transport management systems.

Future Bus Systems 2

Notice Description

ICT14223 Future Bus Systems 2 project objective is to replace the current BCMS (Bus Contract Management System) which has been on the TfL estate for over twenty (20) years. Technical Drivers * Provides a modern solution that is flexible to change in processes or support of new technologies * Allows configuration rather than going through complex customisations * Eliminate manual data transfer between systems. * Supports easy delivery of data services with versioned API's * Service management/Product Support * Understand the market maturity in terms of technologies and opportunities, what can the industry deliver This notice does not constitute a call for competition, nor does it create any obligation on the part of Transport for London to proceed with the procurement. Publication of the Planned Procurement Notice and Industry Day details does not preclude changes to scope, timelines, or procurement strategy.
