Summary of the contracting process

Transport for London, through London Underground Limited, sought a heavy road haulage service for collecting and delivering engineering vehicles and materials to Ruislip, other London Underground sites, suppliers’ facilities and locations around the Underground network. The requirement covers safe road transport of very heavy and oversized assets used for Tube operations, maintenance, overhaul, renewal and modernisation. Assets may include battery locomotives, tampers, rail cranes, wagons, passenger stock, wheelsets, bogies, wagon bodies, cement mixer wagons, hopper wagons, palletised goods and other engineering vehicles. This is a specialist transport service, classified under CPV 60180000, for a haulier with suitable heavy-load and abnormal-load road transport capability.

The procurement reached tender: the buyer invited offers through a selective competitive flexible procedure, with submissions through the SAP Ariba e-tendering platform. Expressions of interest were due by 16 January 2026 at 15:30 GMT, enquiries by 9 January 2026 at 12:00 GMT, and the planned award date was 17 March 2026. The single lot had an estimated value of £600,000 excluding VAT and £720,000 including VAT. The proposed contract period was 23 March 2026 to 22 March 2030. Evaluation was weighted 55% technical submission, 35% price and 10% social value. The procurement and lot were cancelled. TfL cited outdated scope and specifications, unreliable demand assumptions and a materially changed delivery model, and will not award a contract under this competition.

This opportunity suited established specialist hauliers able to plan and safely execute heavy and oversized road movements involving rail engineering assets and materials. Relevant capability includes suitable vehicles, lifting and securing arrangements, route planning, transport coordination and the operational capacity to collect and deliver assets between suppliers, Ruislip, other London Underground sites and locations across the network. Suppliers would need to demonstrate technical competence through their tender response and compete on price and social value as well as technical quality. The work would be relevant to businesses experienced in engineering, rail, infrastructure or abnormal-load logistics, particularly those able to manage varied loads such as cranes, locomotives, long wagons, wheelsets and palletised goods.
