Summary of the contracting process

St Francis of Assisi Catholic Academy Trust procured school catering services (CPV 55524000) for its eight primary schools and one secondary school in the Roman Catholic Deanery of the Lea Valley. The service covers breakfast, morning break, lunch and after-school provision throughout the academic year, together with hospitality services on request. Catering is to be prepared on site using fresh, locally sourced ingredients, with menus flexible enough to meet the needs of each school’s pupils. The Trust may add further schools that join during the contract term. The buying organisation is St Francis of Assisi Catholic Academy Trust; RIVA Partnership Ltd acted as its procurement consultancy. Delivery is across the Trust’s participating schools in the Lea Valley area.

The procurement is complete and was awarded to Caterlink Ltd. It used an open Competitive Flexible Procedure with a two-stage PSQ and ITT process. Four bids were received and one reached the final stage. The tender value was £4,750,000 excluding VAT (£5,700,000 including VAT). The award and contract value is £5,564,540 excluding VAT (£6,677,448 including VAT). The award date was 26 June 2026, the standstill period ended on 7 July 2026, and the contract was signed on 30 July 2026. The contract runs from 1 September 2026 to 31 August 2029, with an option to extend for up to two years, to 31 August 2031. Evaluation was 60% quality and 40% price. The single lot was suitable for SMEs and VCSEs.

This award shows demand for a substantial, multi-school catering operation combining daily education catering with occasional hospitality. A credible future competitor would need the operational capacity to manage services consistently across eight primary schools and one secondary school, while adapting menus and delivery to each school’s pupils. The Trust prioritised fresh, locally sourced food prepared on site, creative service improvements and demonstrable value rather than lowest price alone. Strong candidates would therefore combine food quality, nutrition and menu development with tight contract control. The required profile also includes engaged on-site and Trust-level management, staff development, effective relationship management, and timely, accurate, accessible management information. Financial credibility, substantial public and employers’ liability cover, and the ability to manage staff transferring within the Local Government Pension Scheme would also be important.
