Summary of the contracting process

Aberdeenshire Council and The Highland Council procured a commercially available fleet management software solution, including implementation, support, maintenance and development. The system is intended to provide a separate software instance for each council, supporting their fleet management operations across Aberdeenshire and the Highland region. This is an IT services requirement covering fleet-specific software and information systems, rather than a request to design or build a new platform. The councils required a solution that was already proven in operational environments and could be implemented with minimal configuration. A single supplier was selected to provide the software services to both councils, with each council entering its own contract. The procurement was led by Aberdeenshire Council.

The procurement has been awarded following an open procedure. Jaama Ltd was selected as supplier, and an active contract was signed on 27 August 2026 for £547,013. The planned contract period is 1,440 days, with an option for the councils to extend it once for a further 12 months. Evaluation gave quality 60% and price 40% weighting. Four electronic bids were received, including three from SMEs. The tender deadline was amended from 12:00 to 15:00 on 26 January 2026 because of technical issues; the bid opening took place at 15:00 that day. Aberdeenshire Council are inviting tenders for the provision of a Fleet Management System (including support and Maintenance) for both Aberdeenshire and Highland Councils. It is the intention of the Council to award a contract to a single supplier for the provision of a instance for Aberdeenshire Council and an instance for Highland Council. i.e. each Council shall enter into a separate contract with the successful tenderer for the software services which are the subject matter of this procurement. The proposed solution must be commercially available, proven in operational environments and ready for implementation with minimal configuration. Proposals that involve the design, development or custom building of a new software system will not be considered.

Renewal: The Council retains the sole option to extend the contract for one further period of 12 months
