Summary of the contracting process

All Saints Schools Trust procured a full daily school catering service for pupils and staff across its schools. The requirement covers lunch service on every school day at all sites, combining and replacing existing in-house and outsourced provision. The Trust had 1,656 pupils on roll for the 2025/26 academic year, including 585 entitled to universal infant free school meals and 327 receiving free school meals. The service is intended to maintain and improve catering uptake through new menus, creative initiatives, modernisation and close partnership working. This is a school catering services requirement, delivered across the Trust’s schools in the Woodbridge area of Suffolk. The Trust is the buying organisation, with Minerva Procurement Consultancy Services managing the process.

The procurement is complete and the contract was awarded to Lunchtime Company Limited on 16 June 2026; the contract was signed on 29 July 2026. The awarded and signed contract value is £2,710,000 gross. It covers one unbroken requirement, using a selective competitive flexible procedure with staged questionnaire, tender, presentation and assessment stages. Three bids reached the final stage, including one from an SME. Quality carried 90% of the evaluation weighting and price 10%. The contract starts on 1 September 2026 and runs to 31 August 2029, with two optional 12-month extensions allowing a maximum end date of 31 August 2031. The expression-of-interest deadline was 23 January 2026, and the award standstill ended on 29 June 2026.

This award demonstrates established demand from a multi-school trust for an end-to-end education catering operator able to serve pupils and staff consistently across several sites. A credible competitor would need the operational capacity to deliver daily lunches at school scale, manage a mixed inherited catering model and work constructively with the Trust on service improvement. Relevant experience should include increasing meal uptake, developing appealing and nutritious menus, introducing practical innovation and maintaining reliable day-to-day delivery. Suppliers would also need to assess and manage staff-transfer obligations under TUPE, including a catering team in which seven employees are members of the Local Government Pension Scheme. The strong emphasis on quality means partnership, service development and delivery capability matter more than price alone.

Notice Description

All Saints Schools Trust is currently out to tender for the provision of a full daily catering service. The services at the Trust are a mix of in-house and outsourced provision. The Contractor will be responsible for the provision of a full school food catering service for the pupils and staff at the Trust schools. This will consist of full lunch service for each school day at all sites. Across the Trust there are currently 1656 pupils on roll for the academic year 2025/26. Of this figure, 585 pupils are entitled to UIFSM and a further 327 to Free School Meals. TUPE is expected to apply, details of which can be found in the tender documentation. Some members of the catering team (x 7) are members of the Local Government Pension Scheme and all details are in the tender documentation. The Trust is keen to further increase uptake and continue the good work already in place for catering. It wishes to do so by working closely with the successful contractor in developing and continuously improving the service and partnership during the period of the contract and by introducing innovative and creative ideas as submitted in the tender process and ongoing. The Trust is aware that there are always opportunities to improve and modernise. They are interested in ensuring that the caterers provide the best possible service, introducing new menu ideas and initiatives so that pupils are all eating and utilising the service regularly.
