The Association of North East Councils Limited (NEPO) is procuring vehicle restraint system (VRS) goods, services and works. The scope covers design, sourcing, installation, repair and maintenance of permanent and temporary VRS, bridge parapets and bespoke systems, as well as the supply of VRS goods only. The opportunity is divided into three areas: VRS services and works in the North East of England; VRS services and works across the UK, including the Channel Islands and Isle of Man; and VRS goods only across the UK, including the Channel Islands and Isle of Man. The main category is construction work, with additional goods provision. NEPO is a centralised procurement authority, making the arrangement available to eligible public authorities through its membership arrangements.

The procurement has reached tender: NEPO invited offers through an open procedure, submitted electronically through its e-tendering system. It will establish an open framework with up to 24 suppliers, with awards made with or without further competition. The three lots each have an estimated value of £50,000,000 excluding VAT (£60,000,000 including VAT), and run from 1 March 2027 to 1 March 2031. Lot 1 and Lot 2 score quality at 60%, environmental and social governance at 10%, and price at 30%; Lot 3 scores quality at 20%, environmental and social governance at 10%, and price at 70%. A 1% rebate applies to each invoice.

This opportunity suits suppliers that can deliver vehicle restraint systems across their full lifecycle, from engineering design and sourcing through installation, repair and maintenance. It is relevant to contractors working on roads, highways and rail-related infrastructure, VRS manufacturers and distributors, bridge parapet specialists, engineering consultancies, testing and technical service providers, and firms able to supply bespoke or temporary systems. Suppliers focused solely on products may be better suited to the goods-only lot, while installation and maintenance contractors may prefer either services-and-works lot. The framework allows suppliers to bid for and be awarded any lot, with no maximum number of lots. Each lot is identified as suitable for small and medium-sized enterprises. Quality and environmental, social and governance performance are important alongside price, particularly for the services-and-works lots.

Planning Information

NEPO will host Microsoft Teams meetings between 12 January and 30 January with interested suppliers where a presentation will be delivered by NEPO and there will be an opportunity to ask questions in the session. Time slots will be provided to those whom express an interest in attending a session by contacting construction@nepo.org with three preferred dates & times. These will be confirmed on or after 2 January 2026. Attendance at the Microsoft Teams meeting is optional and does not provide suppliers with an advantage in any future related procurement. Attendance also does not constitute as an intention to tender for any future related procurement. Please note the above information may be subject to change and is indicative only. NEPO also intend to publish a preliminary market engagement questionnaire via Open e-Tendering system (www.open-uk.org). (https://www.open uk.org). The questionnaire responses will help NEPO design the framework by providing the level of market interest and provide insight from suppliers on the shaping of the future provision including pricing, innovation, procurement process, funding and specification. The questionnaire will be made accessible via the Open e-Tendering system on 5 January 2026 with a submission deadline of 12:00 noon on 30th January. Suppliers are encouraged to provide as much detail as possible to ensure the market engagement is meaningful and results in a solution that meets stakeholder needs. PLEASE NOTE: Open is accessible 24/7 however, technical support is available Monday to Thursday 08:30 - 17:00 and Friday 08:30 - 16:30. Over the Christmas period we will be operating a skeleton support for Open via open.support@nepo.org on Monday 29, Tuesday 30 and Wednesday 31 December. Urgent system issue requests or supplier support for tender returns within this period will be picked up. Any general, non-urgent queries will be picked up when the office re-opens on 2 January 2026.
