Summary of the contracting process

The Low Pay Commission, a central government public authority based in London, conducted a procurement process for research services titled "Research into young people's experience of the labour market and minimum wages". The tender, under the industry category of research and development services and related consultancy, sought to gain insights into the impact of minimum wages on young people. This open procurement competition, identified as LPC 2025/03, culminated in an award to The Work Foundation at Lancaster University, with a contract valued at approximately £41,962 including VAT. Key deadlines included a tender submission deadline on 2nd February 2026 and final project results expected by September 2026. The procurement process was marked as complete as of April 2026.

This tender presents significant opportunities for businesses specialising in economic research, consultancy, and data analysis, particularly those innovative in utilising alternative data sources. The contract, awarded to a large supplier, underscores the competitive nature of the procurement, indicating that businesses seeking to enter similar markets should demonstrate a strong capacity for comprehensive data analysis and novel research methodologies. Furthermore, the tender's criteria favoured solutions that balanced quality and value, making it an ideal opportunity for businesses that can offer high-quality deliverables within a competitive pricing framework. Suitable participants include research institutions, consultancy firms, and SMEs that meet the specific SME and VCSE criteria set by the contracting authority.

Notice Title

Research into young people's experience of the labour market and minimum wages

Notice Description

The Low Pay Commission sought tenders for research exploring young people's experiences of the labour market and their decisions about work, pay and education. The research will contribute to the evidence base on the impact of the minimum wage by providing insights from young people's perspective. It will complement the LPC's quantitative analysis of the Labour Force Survey, the Annual Survey of Hours and Earnings and other economic and labour market data. It will also complement our programme of stakeholder engagement, where we hear directly from young workers. The full requirement is set out in Schedule 07 of the Invitation to Tender document available on the Low Pay Commission website. The procurement had an estimated maximum value of PS35,000 + VAT. The project will deliver final results in September 2026 (with a final report due later in 2026).
