Summary of the contracting process

Portsmouth City Council is currently in the planning stage of the procurement process for the refurbishment and extension of the Omega Arts Centre into a Special Education Needs School. This project, located in Portsmouth, aims to provide educational facilities for children and young people with severe autism and learning difficulties. Key dates include the release of the Tender Notice on 27th February 2026, with the project expected to commence in October 2026 and complete by March 2028. The procurement will use the Competitive Flexible Procedure, inviting shortlisted contractors to tender following an initial Conditions of Participation stage. The contract, valued at approximately £7.5 million, will be governed by the JCT Standard Building Contract with Contractor's Design. Suppliers interested in this opportunity can engage in the preliminary market engagement process, with the deadline for questionnaire submissions set for 30th January 2026.

This tender represents a significant opportunity for businesses in the construction sector, particularly those specialising in refurbishment and building construction work. The project falls under categories such as building completion work, architectural services, landscape architectural services, and more, making it an ideal prospect for companies experienced in these areas. Small and medium enterprises (SMEs) are encouraged to participate, as the tender process is designed to include businesses of varying sizes. Successful bidding could lead to substantial business growth, particularly given the project's scope and the potential for long-term collaboration with Portsmouth City Council on further developments or maintenance contracts following its completion.
