Summary of the contracting process

Oxford Brookes University is initiating a procurement process entitled "Website Content Management System Replacement Project, Student App and Staff Intranet Project", classified under the IT services and software development category. This process is currently in the planning stage, with significant engagement activities scheduled to provide interested suppliers with the chance to interact with the university's technical and commercial teams. The pre-market engagement sessions are set for the 23rd and 26th of January 2026 via Google Meets, and interested parties must register by the 16th of January 2026. The project is expected to run from the 1st of May 2026 through the 30th of April 2028, and is primarily located in Oxford, UK. The planned procurement falls under the services category with an estimated value of £400,000.

This procurement presents diverse opportunities for businesses specialising in networking, Internet and intranet software, and consulting services, to engage in a significant redevelopment project. Companies with expertise in developing integrated digital solutions, tailored staff intranet applications, and educational apps are ideal contenders. With the project's aim to overhaul the University's CMS, introduce a student-centric app, and reconfigure Internet-based services, it provides a substantial growth platform for tech firms ready to leverage customised and innovative solutions. Firms with capabilities in software development, particularly those experienced in the higher education sector, will find this opportunity particularly aligned with their competencies.

Notice Title

Website Content Management System Replacement Project, Student App and Staff Intranet Project

Notice Description

From December 2026, our current CMS will no longer receive official support, bug fixes, or security patches from Kentico, necessitating a need to rebuild and upgrade, or rebuild and move to a new CMS. We need to build a simplified website where external audiences connect with the information and opportunities they seek through clear, intuitive and inspiring content. The current highly bespoke website cannot be transferred' to a new CMS in its current state. The website contains a mix of prospect and applicant, existing student, staff, community and research-focused information, sitting within a complex and highly bespoke code-structure that is difficult to maintain, and with no in-house developers to do so. To better support our workforce, all staff-facing content will be relocated from the external website to a dedicated Intranet-style solution. This transition ensures that by 2027, staff will have a single, authoritative point of entry for the information and tools they need to perform their roles effectively. The University is also looking at introducing a student facing app along a similar timeframe as the new CMS. Unlike some other university apps that primarily serve as access points to other systems, this app would be purposefully integrated into the learning experience. Its use would be connected to assessment, reflection, and skills development, positioning the University as a sector leader in how digital tools are embedded in education to support student success. We're also keen to be challenged - we're looking internally at what we need, but are hoping to be introduced to what else might be possible.
