Summary of the contracting process

The Natural History Museum sought a supplier for a retail merchandise management system supporting its retail operations. The requirement covered software licensing, associated hardware, implementation, system configuration and ongoing support. The solution included point-of-sale software, business transaction software and related software development services. Delivery was required in London and elsewhere in the United Kingdom. The procurement was for services and was intended to appoint one supplier for the complete solution. The system would support the management of retail merchandise and point-of-sale activity, so relevant businesses are retail technology providers, point-of-sale specialists, software suppliers and systems integrators able to combine implementation, hardware and continuing support.

The buyer invited offers through an open competitive flexible procedure. The process reached tender, with a first stage open to any supplier and a planned second stage for three to five shortlisted participants. Expressions of interest were due by 12:00 on 19 May 2026, enquiries by 17:00 on 8 May 2026, and the intended award period ended on 27 August 2026. The initial contract period was 21 September 2026 to 20 September 2031, with extensions of up to one year on as many as five occasions, potentially to 20 September 2036. The estimated value was £530,000 excluding VAT, or £636,000 including VAT. Evaluation at the second stage was to cover quality, price and social value, with economic and technical selection requirements. The procurement was cancelled and abandoned on 7 August 2026 because the intended contracting entity was Natural History Museum Trading Company Limited rather than the Natural History Museum.

This opportunity suited small and medium-sized enterprises with experience delivering retail merchandise or point-of-sale management systems. Strong candidates would be able to supply and configure point-of-sale and business transaction software, provide associated hardware and manage implementation into a retail operating environment. The requirement also favoured suppliers with the capacity to provide ongoing technical support and software licensing for a long-term service arrangement. Systems integrators, retail software developers, point-of-sale equipment providers and specialist support partners could have been relevant, particularly where they could demonstrate the ability to deliver an integrated solution rather than a standalone product. The two-stage process required an initial tender and, for shortlisted participants, a further tender involving a site visit and presentations or demonstrations.
