Summary of the contracting process

Oxfordshire County Council is procuring a complete CCTV service for several Household Waste Recycling Centres across Oxfordshire. The requirement covers supplying new closed-circuit television equipment and surveillance systems, installing and commissioning them, and providing ongoing maintenance and related support. The work is a services contract combining security technology, communications equipment installation, equipment testing and IT support. The council intends to use one supplier for the requirement. Businesses specialising in CCTV design and supply, installation, commissioning, fault repair, maintenance and operational support are the most directly relevant. The service must be delivered at the council’s household waste recycling centres within Oxfordshire, with the requirement covering activity across the county rather than a single stated site.

The procurement has reached the award stage and is complete: Oxfordshire County Council selected Openview Security Solutions Limited. The award was made on 3 August 2026 for £179,659 excluding VAT (£215,691 including VAT). The awarded contract period is 1 September 2026 to 31 August 2031. The original estimated value was £250,000 excluding VAT (£300,000 including VAT), with one lot and one planned contract. It used an open competitive flexible procedure, involving a questionnaire, shortlisting, dialogue and an invitation to tender. Two bids reached the final stage. Evaluation weighted quality at 53%, price at 35% and social value at 12%. The standstill period ends on 13 August 2026, with signature scheduled by 28 August 2026.

This award indicates a substantial, multi-year requirement for CCTV and surveillance capability across a county council’s recycling-centre estate. A credible future competitor would need to combine dependable supply of CCTV cameras and associated security systems with practical installation, commissioning, testing and continuing maintenance. The work also suits suppliers able to provide responsive fault handling and technical support for communications and IT-related equipment, rather than businesses offering equipment supply alone. The procurement was identified as suitable for SMEs and voluntary, community and social enterprises, so smaller organisations with the necessary delivery capacity may compete directly or through a delivery partnership. Strong technical quality, competitive pricing and demonstrable social value will all matter, with quality the largest evaluation component.
