Summary of the contracting process

Hull City Council procured services to maintain, service and upgrade controlled-entry systems, magnetic locks, automated systems, roller shutters and car park barriers across Hull. The requirement covers security equipment and systems, including repair, maintenance, engineering and shutter installation. It is primarily a services contract, with related goods. The work supports the council’s buildings and sites where these access-control, security and vehicle-barrier systems are installed. The council is the public-sector buyer. The requirement was handled as one package and included a broad range of security and access equipment rather than a single installation project. Suppliers with capability across both planned servicing and upgrade or repair work would be relevant to this type of requirement.

The procurement is complete and the contract was awarded to ABCA Systems Limited on 18 June 2026; the contract is active and was signed on 30 June 2026. The open procedure was evaluated on 40% price and 60% quality, including social value. Four bids were received, three from SMEs. The awarded contract is worth £3.75 million excluding VAT (£4.5 million including VAT). Its term runs from 1 July 2026 to 30 June 2029, with extensions at the authority’s discretion allowing it to run until 30 June 2031. The original estimated tender value was £2.25 million excluding VAT (£2.7 million including VAT). The enquiry deadline was 28 January 2026 and the tender deadline was 4 February 2026.

For a future requirement of this kind, credible suppliers would need to combine responsive maintenance with technical expertise in controlled-entry equipment, magnetic locks, automated systems, roller shutters and car park barriers. The successful supplier profile indicates that an SME can compete for a substantial, council-wide security-equipment services contract. Relevant capability includes diagnosing faults, carrying out planned servicing, completing upgrades and repairs, and undertaking associated engineering and shutter-installation work. Suppliers should also be able to demonstrate strong quality delivery and meaningful social value, since quality and social value carried greater evaluation weight than price. Experience managing varied equipment across multiple council sites would help a competitor present a convincing service model.
