Summary of the contracting process

Islington Council has initiated a procurement process for a Care and Support service tailored to 17 adults with complex mental health needs. This service is aimed at two sites in London: Beaumont Rise, a new development, and Hanley Gardens, an existing facility. The procurement stage is currently at the tender update phase, with a deadline for expressions of interest by 22 January 2026. The project is significant within the Health and Social Work services category, with a gross value of £1,898,840, under a selective procurement method using a competitive flexible procedure. The tender is conducted under the light-touch regime of the Procurement Act 2023, following a two-stage process, with the final contract period expected from 1 September 2026 to 1 October 2029.

This tender represents a significant opportunity for businesses specialising in mental health support services. Suitable applicants will need a demonstrated capability to handle complex mental health support, including transitions and risk management, in a person-centred and trauma-informed manner. The process presents a competitive opportunity, with the selection based on 30% cost and 70% quality criteria, potentially enhancing a provider's portfolio and expertise profile. Businesses with strengths in quality service delivery, workforce management, and collaborative approaches with clinical teams are particularly well-suited to pursue this opportunity. The service provider will participate in shaping how care is delivered in a dynamic living environment, thereby contributing to the social value and wellbeing of residents.
