Summary of the contracting process

The NHS West Yorkshire Integrated Care Board (WYICB), acting as the Contracting Authority, is inviting tenders for a Low Vision Aids Service to be delivered within the Kirklees Health & Care Partnership. This tender, classified under the health services industry category, aims to provide essential services to individuals with sight loss in the North Kirklees area. The procurement, in its tender stage, follows an open procedure with submissions to be made electronically or in writing by 29th January 2026. The contract period is set from 1st April 2026 to 31st March 2029, with no options for renewal. The service will be delivered within the UKE44 region, specifically under the auspices of the Kirklees Health and Care Partnership.

This tender represents a significant opportunity for businesses specialising in ophthalmology, optometry, and related health services. It particularly suits providers who are equipped to deliver community-based care and have experience in low vision accreditation. Ventures that can offer multi-skilled teams across secondary and primary care settings or those able to innovate with technology, aids, and equipment for the visually impaired will find growth potential here. With a focus on expanding service accessibility and maintaining high standards of patient care, businesses entering this sector can contribute significantly to the regional health service ecosystem and potentially expand their market presence through active participation in the commissioning and delivery of healthcare services.

Notice Title

NHSWYICB - Kirklees Health & Care Partnership - Low Vision Aids Service

Notice Description

Deliver a Low Vision Aids service to the eligible population of NHS West Yorkshire Integrated Care Board through Kirklees Health & Care Partnership as the Contracting Authority.

Lot Information

Lot 1

This process will qualify providers to deliver a Low Vision Aids service to the eligible population of NHS West Yorkshire Integrated Care Board through Kirklees Health & Care Partnership as the Contracting Authority.

Ophthalmology and optometry services are provided in both secondary and primary care by multi-skilled teams for people residing in the North Kirklees area. Low vision accreditation training is available for practitioners and widens the scope for people living with sight loss to access low vision services where appropriately supervised by community optometrists, dispensing opticians or orthoptists.

Between Sept 2023 and April 2025, the ICB has led the involvement of people with sight loss in coproducing whole system review of the Kirklees eye care pathway and making recommendations to inform commissioning, with regards living and waiting well.

People in Kirklees living with sight loss tell us that they want to talk to people who "have walked in my shoes". They want greater knowledge of and access to tec, aids and equipment than currently exist and wish to be supported to keep up with advances in tec and equipment and availability via retail in order that they can make informed choices around how to self-serve.

The service will manage patients in the community and ensure the appropriate level of care including onward referral where appropriate. The service will make available, to patients, accessible information regarding financial support for optical aids.

The questions in this procurement process are intended to cover all aspects of service provision with a view to ensuring that service provision in future continues to improve so that service users are able to access the highest standards of care.

The contract is zero value based on activity. Activity data is shared within the procurement documents.

By choosing to offer choice of providers to patients, the Contract authority offers no guarantee of activity volume.

The Contracting Authority reserves the absolute right to not agree to any price variation throughout the duration of the Contract.
